Description: In an effort to curb excessive gambling the city of Richmond, Virginia, appointed a committee of twenty-four citizens to study the issues and recommend a policy. The majority favored legislation making all gambling illegal. This is the report of the minority, which recommended the establishment of licensed gaming houses
